Under such a structure, all schools could cooperate in purchasing food, books, chalk and anything else they need in common, but each district would be administratively accountable to local residents.
"I have many times felt that we needed some single source funding," says Barbara Prescott, an 11-year veteran of the Board of Education for Memphis City Schools and immediate past chairman. "The counties are your primary funding source, with some supplemental funds coming from the city.
